The public service

Since it came to be used by the doctrine, at the beginning of the last century, the expression “public service” has undergone changes in its meaning. Scholars of Legal Science and other Sciences have used it in meanings that vary from the broadest to the strictest. Public service is a classic theme of administrative law, which has no parallel in private law and has been indicated, among others, as proof of the non-dependence of administrative law on private law. These first considerations are necessary insofar as we are willing to rescue, for the Science of Law, a legal meaning. It has already been argued that public service is the State itself.
